APVMA Clarifies Hemp-Based Animal Nutrition Products: A Win for the Australian Hemp Industry

The Australian Industrial Hemp Alliance (AIHA) heralds a landmark decision by the Australian Pesticides and Veterinary Medicines Authority (APVMA) to update its regulatory stance on hemp-based animal nutrition products. Effective 1 May 2025, the revised guidance resolves long‑standing uncertainty and clears the path for a new era of innovation in pet and livestock feeds and supplements.

A Turning Point for Hemp Feeds

After lodging a formal complaint on 9 April 2025, the AIHA’s advocacy has yielded crucial changes to the APVMA’s “Cannabis in Veterinary Chemical Products” webpage. Key amendments include:

• Clearer Regulatory Framework: Detailed explanations of how compliant hemp-based feeds qualify as Excluded Nutritional or Digestive (END) products under the Agricultural and Veterinary Chemicals Code Regulations 1995.
• Recognised Exemptions: Formal acknowledgement that END‑category animal nutrition products made from Australian‑grown hemp no longer require registration as Veterinary Chemical Products (VCPs).
• Streamlined Compliance: Simplified guidelines and reduced administrative barriers for manufacturers, enabling faster market entry and broader distribution.

“By reaffirming END exemptions, the APVMA has given manufacturers the confidence to bring nutrient-rich, hemp-based feeds to pet owners and farmers,” said Charles Kovess, President of the AIHA. “This clarity benefits the entire value chain—from local growers to retailers to consumers.”
